Representation of Polish interest groups at the EU level

Research question and analytical framework

With the increasing economic and social integration of the European Union, Brussel’s share in business regulation has been rising consistently. The EU system of multi-level governance allows for the integration of different national and supranational interest groups into decision-making processes.

In this context it will be analysed how Poland, as the biggest of the new EU member states, has been able to adapt to the EU system on the side of non-state organisations. As a first step, the relevant Polish interest groups will be identified. It will then be analysed how they try to represent their interests at the EU level and how they perceive EU policy making-processes. Their characteristics and attitudes will be compared with non-Polish interest groups in order to determine to what extent Polish groups conform to European (i.e. EU-15) patterns. The project will also elaborate on the reasons for Polish specifics and for the weak representation of Polish interest groups at the EU-level.

Progress report

The project began in summer 2005. The major focus so far has been a case study on Polish trade unions and employers' associations at the EU level. From 2007 to 2008 the project was conducted jointly with an international research project organised by the Research Centre for East European Studies at the University of Bremen and funded by the Otto Brenner Foundation.
